	We believe that the energy crisis of 1973 was unnecessary,
the energy crisis of winter 1977 was unnecessary and and the forthcoming
California energy crisis of summer 1977 will be unnecessary.  However,
our country's feeble and half-hearted response to these crises means
that there are more to come.
